SIGNS POLICY

JEFFERSON COUNTY LIBRARY DISTRICT

POLICY REGARDING POLITICAL SIGNS

WHEREAS, the Jefferson County Library District wishes to maintain and enhance the visual environment of its library properties, and

WHEREAS, the Jefferson County Library District has in the past acted as a polling place for municipal, primary and general elections, and

WHEREAS, the Jefferson County Library District recognizes the need of candidates and proponents or opponents of ballot issues to place signs on library property on election days.

NOW, THEREFORE, the Jefferson County Library District does adopt the following allowances and restrictions regarding political signs on the library properties:

1. Political signs promoting a candidate or promoting or opposing a ballot issue may be placed on any library property acting as a polling place on the night before the election day. Signs must be removed the day after the election ends.

2. Signs must be placed farther than twenty-five feet from the library building’s outer door closest to the polling place.

POLICY REGARDING EXTERIOR SIGNS–ARNOLD BRANCH

WHEREAS, the Jefferson County Library District wishes to maintain and enhance the visual environment of its Arnold library property, and

WHEREAS, the Jefferson County Library District does recognize that the Arnold Recreational Center and Jefferson College have no land abutting Astra Way and Old Missouri State Road, and

WHEREAS, the Jefferson County Library District contemplates pursuant to a cooperative agreement the placement in the future of a permanent freestanding sign to advertise events for all three political subdivisions and tenants of the Library District, and

WHEREAS, the Jefferson County Library District wishes to allow temporary signs to be placed by its Arnold tenants, the Arnold Recreational Center and Jefferson College under certain time, place and manner restrictions.

NOW, THEREFORE, the Jefferson County Library District does adopt the following allowances and restrictions regarding exterior signs on the library property in Arnold:

1. No exterior signs other than those placed by the library shall be allowed except as provided herein.

2. The Arnold Recreational Center, Jefferson College and tenants located on the Arnold library branch property may each place a temporary sign not to exceed thirty-two square feet in area, four feet in height or eight feet in width and further, said sign shall be no more than six feet in total height from ground to top of the sign as follows:

a. Three signs per year, each of which may be erected for a maximum of thirty days;

b. An additional two signs per year, each of which may be erected for a maximum of fourteen days;

c. Each entity may only place one sign in the designated area at one time.

3. Tenants located on the Arnold library branch property may place a temporary sign not to exceed thirty-two square feet in area, four feet in height or eight feet in width and further, said sign shall be no more than six feet in total height from ground to top of the sign until such time as a permanent sign allowing space for advertising said tenant is erected on the Arnold library branch property.

4. This policy and the right to erect any sign under said policy shall expire one year from the date of enactment unless readopted by the Board or amended by same.
